The Pennsylvania Gaming Control Board (PGCB) will begin accepting operators in the Keystone state who wish to apply for an igaming certificate without being tied to a land-based operator.

The businesses that are operating in jurisdictions outside of Pennsylvania can now apply for becoming a qualified gaming entity. Thanks to this designation, the operator can obtain one of the three categories of the igaming licenses that are available in the commonwealth.

In the past, only companies with a physical location and online operators with a market access agreement with such a casino, were allowed to apply for an igaming license. The PGCB periodically allows entities out of the state to apply for offering online games in the state. The first apply was made in the end of 2018. That is why this is the second time that the state has opened the process.

Remaining licenses

During the first petition one operator qualified as a gaming identity, but the licenses still need to be granted, because the company’s application still needs to be completed.

A minimum of twelve licenses need to be granted. Each certificate costs a successful operator 4 million dollars (3.4 million / 3.8 million) – and is divided into three categories.

Three licenses are available for online slots, three for bank table games that are played against the house and six licenses need to be issued for non-bank table games such as online poker.

Pennsylvania regulated market

The Pennsylvania online gambling market dates back to 2017 when governor Tom Wolfe HB 271 stated in the law – allowing the state to be the fourth state that legalized online gaming. The omnibus bill created the provisions for the regulated state market, allowing the operators to offer online lottery, daily fantasy sports, igaming, sportsbetting, and video gaming at certain locations.

In December the PGCB announced that the income out of online casino’s for the second consecutive month reached a record: 452.4 million dollars in November. This is an increase of 4,6% on year basis and an increase of 0,5% relative to the 450.2 million dollars in October.
